    Operation Mode of UKRI and Its Implications

    After Brexit, to solve the problems and risks faced by technological innovation, the British government put forward the strategic goal of “becoming a global science superpower” and “a global leader in innovation”. As the most significant public funding institution for scientifresearch in the UK after Brexit, UKRI has played an important role in constructing and developing the UK research and innovation system and promoted the implementation of the UK research and innovation strategic objectives by formulating development strategies, coordinating nine subordinate research councils, and increasing investment in science and innovation. UKRI’s mechanisms inspire China to promote scientific and technological innovation under global scientific and technical competition.

    Review on Research Status and Development of Carbon Dioxide Capture Technology

    In order to cope with global warming and reduce CO2 emissions to the atmosphere, CO2 capture has become a key technology for global research. Based on the research status of CO2 capture technology at home and abroad, this paper divides CO2 capture technology into four technical routes: pre-combustion capture, post-combustion capture, oxyfuel combustion and chemical looping combustion. Pre-combustion capture and post-combustion capture technology mainly include absorption method, adsorption method, membrane separation method, low temperature fractionation method and other methods. Firstly, the research status and application progress of different methods of these four technical routes are summarized, and the future development trend of each technical method is proposed. Subsequently, the advantages and disadvantages of different CO2 capture technologies are compared. It is found that each technical method has its own advantages and disadvantages, and no technology can independently meet the requirements of high efficiency, low cost, low energy consumption and large scale. Finally, it is proposed that in the future, we should focus on the problems and challenges of CO2 capture technology, focus on research and development, break through the bottleneck at this stage, and promote the economy, efficiency and scale of CO2 capture.

    Key Technology Development and Application of Pseudolite System

    The service performance of the Global Navigation Satellite System (GNSS) has significantly decreased in complex environments such as tunnels, indoor and urban canyons. In this challenging environment, pseudolites can be used to generate and transmit signals similar to GNSS systems, providing users with uninterrupted navigation information such as location and speed in GNSS rejection environments. In addition, the pseudolite system can be modulated to be consistent with GNSS, and the user receiver can achieve synchronous reception of pseudolites/GNSS. Through integrated navigation with GNSS and inertial navigation systems, GNSS navigation and positioning enhancement in complex environments can be achieved, which is expected to play an important role in fields such as autonomous driving, indoor navigation, and automatic robots.

These technologies are replacing or have replaced existing technologies because of their unique advantages. Those disruptive technologies have changed not only the current situation in diagnosis and treatment but also the thinking pattern of modern medicine. Modern medicine is gradually developing in the direction of multi-technology and multi-discipline integration and constantly breeds new disruptive medical technologies. However, these emerging technological advances have also created many problems. This paper reviews the development status of several representative disruptive technologies in modern medicine and analyzes the associated issues.

Major countries and regions worldwide have begun making and implementing AI strategies to take the lead in this burgeoning field. The United States government is comprehensively deploying to promote the development of AI to maintain its global leadership; the European Union emphasizes ethical standards, data privacy protection, and AI regulation; the government leads China’s AI strategy, and it is rapidly advancing the technology application and industrial integration, and the rest of the world has also introduced a series of development plans to support AI based on their own national conditions. This paper aims to analyze the characteristics of AI strategic layouts of the world’s major economies from a global perspective and to forecast future strategic deployments of AI. By examining the AI strategies of these leading economies and integrating the latest AI advancements, this paper seeks to provide valuable reference and inspiration for policymakers in the AI field.

    Taking the data of China’s science and technology financial Policy at the national level from 1985 to 2019 as an example, based on the review and sorting out the evolution process of science and technology financial policies based on reviewing and combing the evolution process of science and technology financial policy, Nvivo qualitative analysis software is used according to the rooted theory to explore the types of scientific and technological financial policies, the subject of the publication, the types of policy tools and their specific tool content, and refine the scientific and technological financial policy tools into supply type, demand type, and environmental type. In order to deeply analyze the selection and combination effects of various policy tools, the Fuzzy set qualitative comparative analysis method was used to explore the different combinations in the development process of science, technology, and finance in China. The research found that our country's combination of science and technology finance policy tools can be summarized into three types: market-driven, government-market linkage, and policy-led. It also discusses the relationship between the establishment, economic development, and innovation level of the technology and finance policy with the combination of policy instruments. Further, it clarifies the configuration effect of policy instruments for the development strategy of Chinese science and technology finance, which has some reference value in the choice and combination of policy instruments.

    Beidou No.3 System is a global navigation satellite system built by China independently. The cloud platform,realizing the unified management, on-demand sharing, and real-time dynamic allocation of software and hardware resources,is essential  to the BDS-3’s ground system. This paper introduces the architecture and process of BDS-3’s cloud platform based on engineering practice and summarizes the representative technical breakthroughs in the cloud platform construction and improvement. The trend of the next generation satellite navigation system is diverse in service types, customized on service information, safe and reliable on capability. The integration between cloud-native technology and the business of navigation ground systems is put forward to improve the efficiency of development and operation; from the perspective of infrastructure structure, it is suggested that the navigation ground cloud be fully autonomous and controllable in stages. Finally, we look forward to the cloud platform architecture of the next-generation navigation ground system. The system architecture, composed of a cloud center, network and terminal, transforms from the construction of independent nodes to the unified construction of all distributed nodes. The navigation ground system will further improve operation and management efficiency and the disaster tolerance and survivability.

    Real-time Kinematic (RTK) is widely used in surveying and mapping, monitoring, navigation and other aspects due to its advantages of a simple algorithm, fast convergence, high positioning accuracy and outstanding reliability. With the continuous advancement of Global Navigation Satellite System (GNSS) technology, the GNSS RTK positioning mode has made significant progress in theoretical algorithms, engineering applications, and data processing. This paper reviews of RTK positioning technology, focusing on the development history of long-baseline RTK positioning technology, multi-frequency and multi-system, partial ambiguity fixed algorithm, Network RTK Positioning technology and single-frequency RTK algorithm. Also, the critical factors affecting the accuracy and reliability of RTK positioning are summarized. Finally, it discussed the new development opportunities brought by RTK technology with the further construction of GNSS and continuous optimization of sensor technology.

This paper introduces the general situation of the GNSS constellation and IGS(International GNSS Service) service center, combs the functional model of orbit clock combination synthesis, comprehensively analyzes and discusses the progress of GNSS orbit clock combination product synthesis technology, and looks forward to the opportunities brought by existing research on GNSS real-time orbit clock combination synthesis and real-time precise single point positioning.

    In recent years, satellite communication technology has developed rapidly. Relying on its advantages of rapid transmission rate and large-scale remote data transmission, as well as the low orbit constellation's characteristics of proximity to the Earth, high signal landing power, low space decay, and rapid geometric change, the low orbit Internet system is expected to make up for the defects of the satellite navigation system in broadcasting rate and signal attenuation to solve the problems of low ground rate of traditional satellite navigation system and long convergence time of real-time PPP. Regarding specific project implementation, the low-orbit constellation can play four roles. First, as a "space-based monitoring station," it can enhance the information of current GNSS. Second, it can be used as a "navigation information source" to realize signal enhancement and information enhancement; Third, the low-orbit constellation can be used as the supplement and backup of the satellite navigation system and maintain the space-time reference independently. Fourth, the integration of satellite communication and navigation services should be realized to realize "integrated communication and navigation" at the user level. By combining the overall design of constellation navigation enhancement in the low-orbit Internet with the current status of GNSS operation services, we can realize complementary advantages and provide broader coverage, higher precision, and more robust time and space services. Firstly, this paper briefly introduces the development status of low-orbit satellites at home and abroad, analyzes the critical technologies of low-orbit satellites in navigation enhancement, especially in broadcast ephemeris parameter design and low-orbit constellation configuration, and focuses on the application and benefits of low-orbit satellites in space-based monitoring information enhancement, signal enhancement and communication integration. The prospects and challenges of applying low-orbit Internet satellite navigation are summarized.

    Satellite laser ranging (SLR) is the most accurate technology in satellite orbit measurement. It is widely used in high-precision orbit determination and satellite orbit accuracy checks for satellites, laser time transfer (LTT), and so on. It is an important part of accurately measuring satellite orbits in navigation systems. This paper describes the SLR system in the Shanghai Astronomical Observatory and the International joint survey of the BeiDou navigation system. The SLR international joint surveys for satellites of BeiDou 3 observation data were obtained from global laser stations in 2023, which provided conditions for the implementation of joint research on global navigation satellite systems. The high repetition frequency of 100kHz SLR technology has been developed, and applied to BeiDou satellites. The standard point data accuracy reaches the level of 100 um, which effectively improves the quality of navigation SLR observation data. At the same time, another application of SLR technology for the BeiDou navigation system was described, including independent satellite orbit determination, Broadcast ephemeris accuracy check, LTT, and so on.

    The provincial laboratories are scientific and technological innovation platforms built by the provinces for national strategic objectives and provincial strategic needs, focusing on major scientific frontiers, scientific and technological tasks, and critical core technology breakthroughs. First, this study analyzes the development process and construction situation of provincial laboratories in China. It concludes that the provinces adhere to the “two-wheel drive” construction model of scientific and technological innovation and institutional innovation. More than 100 provincial laboratories have been established and constructed in China, and a series of construction and operation experiences and institutional innovation achievements have been achieved. Secondly, based on innovation ecosystem theory, this study summarizes the essential elements involved in the construction system of provincial laboratories from four aspects: innovation goals, innovation subjects, innovation networks, and innovation environments. Combined with PDCA cycle management theory, this study analyzes vital problems to be solved in the construction system of provincial laboratories. Finally, the current dilemma of provincial laboratories construction is analyzed, and the provincial laboratory’s high-quality development and national science and technology innovation system optimization can be effectively promoted through means such as optimizing top-level design, strengthening subjects’ responsibility, improving management system, innovating operation mechanisms, improving evaluation system and other ways.

    The 21st century is a time of global change in the approach in the field of energy acquisition. The current existing methods of energy production, based on conventional resources such as coal, oil, and natural gas, are gradually being replaced by environmental-friendly, low-emission clean energies, such as wind energy, solar energy, biomass energy, and geothermal energy. Hot dry rock is a high temperature reservoir without connate water or with little water but no flow, which can form an enhanced geothermal system reservoir through hydraulic stimulation, and extract a considerable amount of geothermal energy. Taking the Utah FORGE project for demonstration of hot dry rock development being organized and implemented by the U. S. Department of Energy as the research object, this paper reviewed the main progress and achievements of the project, such as site geological condition characterization and infrastructure construction. The extensive and in-depth understanding of the project was summarized in terms of high-temperature hard rock drilling, reservoir stimulation, and microseismic monitoring. From the aspects of overall deployment, organization and implementation, site characterization and facility construction, breakthroughs in key technologies and equipment, and data-sharing, specific practices worthy of reference for China were put forward.

    Governance of National Strategic Science and Technology Force Focusing on Basic Research Experience and Enlightenment from the United States, Germany and Japan

    In recent years, China attaches great importance to the critical role of national strategic science and technology force in accelerating the catch-up of basic science. However, problems such as the unclear orientation of basic research and Impetuous study style among different research subjects are becoming increasingly prominent. While combining the national conditions with the right medicine, it is necessary to refer to the development experience of European and American scientific and technological powers to avoid detours. To this end, this paper constructs an analysis framework for national strategic science and technology force governance. It conducts case studies on the governance practices of basic research in the United States, Germany, and Japan from the perspective of internal and external governance. The findings are as follows:(1)the government implements clear and differentiated management of national research institutes and research universities in terms of funding allocation and research intervention;(2)gives full play to the leading role of strategic science and technology force through various forms of basic research support;(3)in order to face the forefront of science and technology in the world, give full play to the role of evaluation through some evaluation mechanisms, such as open and transparent ones, and differentiated application of results, and establish a regular consultation and review system of international advisory panels composed of top scientists at home and abroad. Finally, based on the above conclusions, the policy suggestions of strengthening basic research of national strategic science and technology forces are put forward.

    Enlightenment of U.S. Quantum R&D Layout to China

    Since the implementation of the National Quantum Initiative Act in December 2018 and the adoption of the CHIPS and Science Act in August 2022, the U. S. Federal R&D investment in quantum technology has increased by 25% every year. The research draws on the experience of U. S. quantum science and technology R&D layout. It puts forward suggestions for China’s construction of national laboratories and new R&D institutions, aiming to provide a reference for China to strengthen its national strategic scientific and technological strength and improve its new national-wide system. Results show that the United States has formed a quantum strategic R&D layout with “top-level coordination as the guide, permanent institutions as the cornerstone, newly established institutions as the backbone, and industrial consortia as the supplement”. It is suggested that China lay a solid foundation on strategic scientific and technological forces such as the National Laboratory, flexibly support new R&D institutions, establish a top-level coordination and consultation mechanism, and accelerate the establishment of enterprise innovation consortia.

    Global AI Standardisation Progress and Suggestions for China’s Development

    The current state of competition in the field of artificial intelligence is characterised by a high level of intensity. The major global powers have elevated the development of artificial intelligence to the status of national strategy, and numerous countries and international standard organisations have adopted a proactive approach to promoting the standardization strategy of artificial intelligence. This paper further analyses the distribution of the 355 global AI standards in terms of their standard-setting organisations, coverage of standard topics, types of standards, scope of standards, and distribution of standard fields based on the standardisation strategies of the US, the EU, the UK and China in recent years. The study reveals that global AI standardization is developing at a rapid pace, with countries formulating distinctive standardisation strategies in alignment with their respective levels of technological advancement; the International Organization for Standardization (ISO) occupies a pivotal role in this process, while other organisations exert Specific areas are subject to particular influence; at present, standardisation efforts are concentrated on ensuring the safety, stability and data governance norms of technological systems; the majority of AI standards focus on horizontal domains, covering fundamentalissues such as general technology, ethics and safety. In light of the study’s findings, four recommendations are put forth to advance China’s AI standardisation efforts: (1) enhance China’s AI legal framework; (2) reinforce international collaboration and proactively shape international AI standards; (3) establish AI standard organisations; and (4) clarify the AI standardisation landscape in the country, capitalise on its strengths, and address its shortcomings.

    At present, the world is carrying out a new round of space race around the construction of satellite Internet system, in which LEO satellite communication is the prevailing focus of world powers in the field of space-based information systems after satellite navigation. Studying the key technologies of satellite Internet is of great significance in promoting the progress of satellite and communication technology, addressing global challenges, and leading future development. In this paper, by constructing the key technology system of satellite internet, retrieving patent data, comprehensively analyze the competitive situation of key technologies of satellite internet from the dimensions of technology development trend, technology competition subject, technology competition region and technology competition field. The study found that the development of satellite Internet in China has many problems, such as late start, lack of industrial clusters, low patent conversion rate, and insufficient scenario application. The development strategies are summarized as followings: Anticipate cutting-edge technologies and lay out future technologies to seize emerging cutting-edge fields. Strengthen the research and development of key core technologies, and establish innovative association. Strengthen the deep integration of industry, academia, and research, and build industrial ecological clusters. Highlight the integration of communication, navigation, and remote communication, and create diversified application scenarios.

    Applications of ROV for Underwater Inspection of Bridge Structures and Review of Its Anti-current Technologies

    With the constant development of the national Infrastructure construction, the focus of the civil industry has been shifting to the detection and maintenance of existing structures. Many bridges have been in service for a long time with the increased traffic volumes. So regular detection is required to ensure the safe operation of those structures. The multifunctional underwater vehicles equipped with cameras, sonars, and other attachments have paid great attention to underwater operations. Also, that provides a critical idea and method for detecting underwater bridge structures. This paper demonstrates the feasibility of a Remotely Operated Vehicle (ROV) in detecting underwater bridge structures, then expounds on typical application scenarios and examples. Furthermore, considering that the weak anti-current of ROV is the main restriction of its popularization and application, the research on how to improve the anti-current of ROV is discussed in detail based on the kinematic force analysis. Finally, the critical guidance of ROV anti-current technologies is concluded, and the research interests of the high-stability ROV have been prospected.

    Comparative Analysis of Basic Scientific Research in the Four Bay Area Based on the Knowledge Mapping Perspective

    This paper makes a keyword co-occurrence analysis on the scientific and technological papers published in four bay areas from the knowledge mapping perspective. The research finding shows that the four bay areas focus on studies of the pathological mechanisms and treatment of new corona pneumonia and the cardio cerebrovascular epidemics. Through the analysis of each bay area, it is found that the Guangdong-Hong Kong-Macao Greater Bay Area devotes to the field of information technology and material science, the Tokyo Bay Area focuses on the field of clinical medical treatment, the New York Bay Area focuses on the research field of pathological mechanism and prevention and treatment of non-communicable epidemics in the United States, and San Francisco Bay area devotes itself to the field of natural science. Based on the analysis results, this study shows that the possible future research directions of the four bay areas are information technology, epidemic prevention and treatment, and climatology. This study also suggests that the Guangdong-Hong Kong-Macao Greater Bay Area should grasp the mainstream research direction, make up for its weaknesses, and seek to realise the transformation of scientific research output from “quantity” to “quality”.

    In the context of great power competition, analyzing and assessing the new trends of developed countries in building a strong and optimized national strategic talent force can provide references for China to accelerate the development of a national strategic talent force capable of shouldering the historical mission of achieving high-level technological selfreliance and self-strengthening. Based on a brief analysis of the fundamental characteristics of national strategic talent force, this paper comprehensively analyzes the breakthrough, targeted, and practical policies and measures introduced by the United States, Japan, Britain, France, Germany, South Korea, Spain, Russia, Israel, Singapore, and other developed countries to consolidate the foundation of their strategic talent force from the perspective of talent training, talent introduction, and talent retention. Combined with the existing problems and deficiencies of talent work in China, this paper puts forward three suggestions: Exploring and innovating mechanisms for independent cultivation of a national strategic talent force; Implementing flexible and diversified, pragmatic and open, and talent-oriented mechanisms for talent attraction; Making efforts to create an institutional environment that embraces diversity and sincerely retains talent without constraints.

    Recently, the quantum information field represented by quantum computing, quantum communication, and quantum measurement has continued to be active. It has become an important trend in basic research exploration, disruptive technology innovation and future industry transformation. Therefore, clarifying the development trend of quantum information field is of great value for China to build a world's science and technology power. Firstly, this paper introduces the relevant concepts and research in the quantum information field, then analyzes the quantum strategy layout of the United States, the European Union, the United Kingdom, Japan and China. Finally, it shows the research and development trend through the multi-dimensional bibliometric analysis of papers and patents in the quantum information field. At present, the quantum information field is in a rapid development stage, and international scientific and technological powers attach great importance to policy layout, capital investment, talent introduction and international cooperation in the field, among which the United States has the most advantage. China has entered the core position in the fields of quantum communication and quantum computing. In the future, it is necessary for China to accelerate the strategic deployment, actively attract and retain quantum information talents, and deeply promote the industry-university-research cooperation innovation in the quantum information field.

    As the pilot and cornerstone of scientific and technological revolution and industrial transformation, advanced materials significantly promote technological innovation, facilitate industrial transformation and upgrading, and safeguarding national security. Thus, they are considered as strategic commanding heights of global economic and technological competition. This paper reviewed the strategic policy trends of developed countries in recent years and summarized the development trend of materials science and technology. Through selecting frontier fields in advanced materials, such as design and simulation, preparation and processing, characterization, device fabrication, and recycling, it listed the important progress made by some developed countries in an innovative development chain from “raw materials”, “primary materials” to “devices”. By focusing on the strategic planning, development trends, and research progress in developed countries, some suggestions are put forward, from emphasizing frontier basic fields, highlighting problem-oriented research, and coordinating various institutions to assist the innovative development of advanced materials technology in China.

    The point absorption wave energy generator has attracted wide attention because of its compact structure, high conversion efficiency, low construction difficulty, high comprehensive performance, low investment cost, not being affected by wave direction, and so on. Point absorption wave energy generators are classified according to wave energy conversion, including mechanical, hydraulic, magnetic fluid, and direct drive. This paper will study the point absorption direct drive wave energy generator. Based on the recent 20 years of research on optimizing wave energy conversion devices at home and abroad, the optimization methods of various functional components in different energy conversion stages are reviewed, including energy capture, energy conversion, and energy output. The future development trend of the point absorption direct drive wave energy generator has been prospected. In addition, the critical problems existing in the wave energy generator are put forward.

    With the rapid development of technology, artificial intelligence is becoming an important gripper for industrial innovation and a driving force for new quality productivity. However, technological progress also brings challenges, such as ethical and security issues. The security and controllability of artificial intelligence technology are important components of technological security, effective governance and regulation of artificial intelligence have become a global consensus, and the European Union, the United States, and the United Kingdom have taken the lead in artificial intelligence regulation internationally. This article systematically reviews the development of artificial intelligence regulatory measures in three regions from a policy perspective and compares their distinctive practices in regulatory agency settings, scope, and paths. Research has found that the European Union, the United States, and the United Kingdom have their own unique regulatory models, but there are also regulatory commonalities and common trends. Based on this, countermeasures and suggestions for artificial intelligence regulation are proposed for China to provide a decision-making reference for formulating artificial intelligence regulatory strategies.

    As BeiDou Navigation Satellite System has entered a new stage of promoting its quality development via application, systematic approaches to applying BeiDou in the mobile market, which is the most sensitive, responsive, flexible, and resilient mass market, hold an essential part in prospering BeiDou industry and national economic development. Through analysis of the large-scale application of BeiDou in the mass market of smartphones from perspectives of the industry chain, value chain, and policy chain, in-depth explorations of prohibiting BeiDou's massive application in smartphones are conducted from the supply side, demand side, and environment side. With a summarization of referable measures from other global navigation satellite systems, especially GPS, policy advice is provided afterward on the large-scale application of BeiDou. Firstly, from the supply side, it is importance to make enterprises play the lead and develop industry via relevant military-to-civilian technologies, which enhances the technical capability of meeting demands. Secondly, from the demand side, it is to develop scenarios with efforts and cultivate world-class product and service providers which dig and upgrade demands. Thirdly, from the environmental side, it is to promote the BeiDou application in smartphones while building the BeiDou brand, which directs consumers' willingness and actions nationwide.

    In order to a realize millimeter-scale terrestrial reference frame, high-precision non-linear maintenance technology must be gradually improved. Firstly, this paper introduces the progress of the establishment of the terrestrial reference frame including the establishment of the International Terrestrial Reference Frame and the epoch reference frames; Then, the research status of non-linear maintenance technology is described, and two ideas for non-linear maintenance of the terrestrial reference frame are pointed out, including the non-linear change modeling of the reference station and the establishment of the epoch reference frames. At last, the paper puts forward a prospect for the construction of the millimeter-scale terrestrial reference frame, and suggests that the ground monitoring network should be appropriately increased and improved, especially in the underdeveloped areas of the southern hemisphere, and the existing frame should be improved by using longer and broader original data accumulation; Increase the data accumulation of coordinate non-linear motion and geocentric motion, and conduct in-depth analysis, to establish an accurate correction model; Identify the noise factors in the coordinate time series as accurately as possible, and establish a grid noise model to more accurately separate the actual signal and noise.

    Global Patent Layout of Genetically Modified Insect-resistant Maize and Development Suggestions to China

    Genetically modified (GM) insect-resistant maize has a good prospect of commercial application in China. The patent layout analysis was carried out to clarify the global research and development (R&D) pattern of GM insect-resistant maize technology, understand the technology development trend, and figure out the technical development gap in China to provide data support for rational deploying the technological innovation of GM insect-resistant maize, promoting its industrialization development in an orderly manner and improving the layout and protection of intellectual property rights in China. Based on the patent information, the global R&D pattern of GM insect-resistant maize technology was analyzed from the dimensions of the application year, region distribution and R&D subject by using the bibliometric method. The technical hotspots, development history and future development trends of GM insect-resistant maize technology were clarified through text clustering and technology development route analysis. The results show that the current research and development of global GM insect-resistant maize technology tends to be mature. The United States and China are the leading technology origin countries. The United States has significant advantages in patent scale, global layout and industrialization development. The international seed industry giants have enough patents and a comprehensive geographical structure. Expression vector construction is a key technical branch in the field. Chimeric genes composed of multiple insect-resistant genes and the combination of multi-insect-resistant gene expression cassettes are future development directions. There still exists a gap in the patent application number, global layout and industrialization development level of GM insect-resistant maize in China, with insufficient patent layout in the technical branch of expression vector construction and identification methods. It is suggested that China should emphasize gene expression vector construction technology to optimize the structure of technology research and development, actively cultivate the innovation ability of seed enterprises to strengthen its position as the main body of innovation and enhance the level of intellectual property protection and the strategic awareness of global layout.

    Cultivating an academic atmosphere favoring interdisciplinary research is conducive to producing scientific breakthroughs, solving major theoretical and practical challenges, or discovering new theories and opening up new fields. From the perspective of scientific management, this paper analyzes the policies and measures of research institutions and research universities in Europe, United States and Japan in promoting interdisciplinary research. The results show that it is important to break the disciplinary barriers, establish a joint appointment system, innovate the appointment evaluation method and provide special funds through innovation of scientific research organization model. The inspiration for the construction of interdisciplinary research is as follows: explore interdisciplinary organizational forms, create a platform for close communication between interdisciplinary personnel, establish an objective evaluation mechanism and appropriate incentives, provide start-up funds and long-term funding for promising high-risk research.

At present, military science and technology is accelerating the evolution of information technology and intelligence, space weapons and disruptive military science and technology have become the high point for all countries to compete, global military production has formed a pattern of only super power and multi-great power, the United States leads the world’s military science and technology development trend and occupies the absolute advantage in the current military science and technology field, the defense industrial base, military needs, economic interests and political goals are the main factors affecting the development of military science and technology.     In recent years, AI has impacted the traditional scientific research paradigm and produced dazzling achievements that the existing paradigms could not reach. Promoting the application of AI in scientific research is an important topic in current science and technology management. This paper analyzes the basic characteristics of AI empowerment in scientific research from two dimensions. From the dimension of the research paradigm, it is found that AI improves the efficiency of data utilization, empowering the empirical paradigm; AI enhances the construction of theoretical models, empowering the theoretical paradigm; AI better fits the parameters of complex systems, empowering the simulation paradigm; and AI has the capability to process massive data, empowering the data-driven paradigm. From the dimension of the scientific research process, it is discovered that AI empowers every link of scientific research and each link iterates and progresses due to the advancement of AI capabilities. Based on this, the paper further summarizes the international trends in policies and management to promote the development of AI4S, the challenges faced by China in the development of AI4S, and provides insights for our country. China needs to strengthen strategic research and macro-planning related to AI4S, increase policy and financial support, promote international exchange and cooperation in the AI4S field, and provide research support for the orderly development of AI4S in China.

    Optical chips are the infrastructure and core support of the new generation of information industry in the future. This paper focused on the field of optical chips, using the method of "direction - positioning - path", clarified the foundation and conditions for the development of optical chips through the analysis of industrial environment, industrial status, patent situation and layout. The paper grasped the forward-looking layout of future technology and industrialization based on research and expert consultation, and identified the future development direction. On this basis, the paper analyzed the opportunities, risks and challenges in the development of optical chips in China, and put forward corresponding suggestions for intellectual property development: (1) Echelon layout planning for future industrial development, in the hot fields such as high-speed optical chips, automotive lidar chip, silicon optoelectronic chip and VCSEL laser chip, we need strengthen and complement chain, break through key technologies.     The satellite industry started relatively late in China, and there is a gap between China and representative foreign countries in the administration mode of remote sensing data and corresponding policies and regulations. This study summarizes the status of satellite resources and regulations, and analyzes the advantages of the administration mode in several countries/regions(including the United States, Russia, Japan, Canada, France, Germany, India, and ESA): 1)government strongly supports commercial remote sensing industry;2)government and enterprise cooperate in the administration mode;3)mature civil-military integration mode;4)high flexibility and globalization of remote sensing data administration; and 5)efficient industry-university-research cooperation. Finally, this study proposes problem analysis and suggestions based on foreign experiences of the administration method for satellite resources in China.

This paper examines the recent strategic planning, policies and regulations, market dynamics, business cooperation, financial investment and other information at home and abroad, and analyzes the development trend of synthetic biology from the industrial perspective. In many countries, synthetic biology has been regarded as a key in national bioeconomy strategies, and the technical roadmap and objectives have been clarified for medicine, chemical industry, materials, agriculture, food and other related industries. The regulation have been continuously optimized to support the commercialization of new technologies and new products, and technical control, and technological safety have attracted attention. In business, more and more practical products based on synthetic biology have successively ushered in commercial “milestones”, cooperations between synthetic biology enterprises and traditional manufacturing enterprises have been closely invested remain confident and tend to be commercially rational, and the environment conducive to industrial development is growing improvement.     Achieving the carbon emission peaking and carbon neutrality goals is a requirement for promoting the green-oriented transition and innovation development of energy. This article focuses on the related energy strategy of clean and efficient coal conversion technologies. It analyzes the overall development trends of patent from the aspects of patents distribution, sources of technology and patent applicants. The regional distribution of patented technologies shows that China plays a significant role in the clean and efficient conversion of coal, not only the major research center but also the target market. Furthermore, the current important research fields in China are revealed by analyzing the composition of patented technologies in the field of coal conversion. Then, this article analyzes the clean and efficient coal conversion technologies in patent related to the National Science and Technology Progress Award in recent years. On these bases, we put forward the suggestion of transforming key patented technologies to productivity, and seizing the opportunities of the Belt and Road Initiative to enhance the international competitiveness of the modern coal chemical industry of China.

    Due to the fact that the “dual carbon” policy has become an emerging issue in China in recent years, conducting a quantitative evaluation of Chinese provincial-level “dual carbon” policy text can grasp the current development overview of “dual carbon” work in various provinces. Starting from three vertical, horizontal, and individual perspectives in the policy system, this paper constructs a three-dimensional analytical framework for provincial-level “dual carbon” policies, namely “Policy responsiveness-Policy completeness-Policy synergy”. The LDA topic model is used to quantify policy text, and the indicators of all dimensions are calculated by combining the theories and methods of policy diffusion, PMC modeland policy synergy. Apply this framework to analyze 79 provincial “dual carbon” policy texts quantitatively. Obtain specific scores for each province’s “dual carbon” policy set in three dimensions, analyze its internal reasons, provide an overall development overview, and further propose policy recommendations from four aspects: development process, policy themes, policy combinations, and policy synergy. Finally, the research limitations and prospects are summarized.

This study found that the number of fund projects in the field of in-depth learning in China and the United States has increased since 2010, with a good development momentum, and both countries have issued policies to support the development. However, China and the United States focus on different research directions. The United States focuses on the basic theory and algorithm research of deep learning, while China pays more attention to implementing application levels in deep learning. On the application level, the United States spends more attention to biomedical, economic, image recognition and hardware equipment applications. China pays attention to the biomedical field and uses deep learning related algorithms to apply more data in the geoscience and multimedia fields. In the emerging research direction, the research on hardware equipment and the application of deep learning has become a hot topic in the United States in recent years, while the new research focus in China is to apply deep learning to bioinformatics. It was founded that China should increase the investment of research funds to support the innovative development of AI in the future. To give full play to the scientific and technological layout advantages of the application in the field of geosciences, image and computer vision, multimedia, and traditional Chinese medicine, to form a new ecology of achievement transformation; To pay attention to the research of deep learning theory, improve the technical strength and grasp the initiative of science and technology; To make scientific plans in software, hardware and application, to construct the application of deep learning framework as soon as possible; To pay attention to the application of deep learning in the field of biological information, to promote the paradigm shift of biological information research, and release the massive potential of deep learning.

    Semiconductor Industry Development Strategy of Israel and Its Implications for China

    Israel is the new center of global semiconductor R&D and occupies an important position in the global semiconductor industry chain. This paper firstly combs through the development history of Israel's semiconductor industry, secondly analyzes the development of Israel's semiconductor industry chain and the unique mode of attacking for the key core technology of semiconductors, and summarizes the characteristics of the development strategy of Israel's semiconductor industry from the perspective of innovation ecology. Finally, according to the experience of Israel’s semiconductor industry development, this study puts forward China's development of the semiconductor industry and the solution to the semiconductor industry's “necklace” problem by drawing on the experience of Israel's semiconductor industry development, aiming to provide a reference for China to win the battle of semiconductor key technologies. According to the study, Israel has formed a semiconductor industry innovation ecosystem oriented by market demand, based on government policies and innovative talents, and with the industry-university-research alliance as the core. Accordingly, China should give full play to the advantages of the new national system, unify the semiconductor industry development strategy deployment, improve the venture capital system, strengthen the construction of semiconductor innovation alliance, and optimize the talent cultivation system.     Research on the Formation and Management Mechanism of Scientific Research Projects Oriented to “No-Man's-Land Innovation” Based on Domestic and Foreign Practices

    Carrying out “no-man's-land innovation” is an important support for China to enter the forefront of innovative countries. In contrast, the traditional scientific research project formation and management mechanism cannot effectively support relevant domestic entities to explore the scientific research no man's land, and it is urgent to transform from “project-centered” to “human-centered”. According to the concreteness of research objectives of scientific research projects, this paper further divides “no-man's-land innovation” into three categories: basic research of free exploration, research on disruptive technologies, and research on core technologies. By analyzing the foreign and domestic new formation and management mechanism of scientific research projects oriented to “no man's land innovation”, the common characteristics are summarized. Finally, three suggestions are put forward for the reform of China's scientific research project system and mechanism, that is, to design project selection and support mechanisms according to the characteristics of different types of scientific research activities, to establish a more flexible project supervision and evaluation mechanism, and to pay attention to the cultivation of researchers and project managers.
