Abstract: Laser weapons possess the capability to directly damage and destroy enemy combat assets and electro-optical equipment, thereby effectively degrading the adversary's combat effectiveness. Due to their unique advantages, laser weapons have increasingly appeared in conflicts of various scales in recent years, with their battlefield threat growing steadily. Research on the attack effectiveness of laser weapons has thus become a critical focus in the development efforts of major military powers. This paper establishes an evaluation framework for laser weapon attack effectiveness based on the OODA (Observe, Orient, Decide, Act) combat cycle, systematically reviewing research progress across its four key phases: In the reconnaissance and detection phase, radar, electro-optical, and composite detection technologies enhance target acquisition probability; the tracking and aiming phase employs dual-axis control and turbulence compensation to suppress aiming errors; the command and decision-making phase applies intelligent optimization algorithms to compress decision-making delays; and the strike and disruption phase integrates soft and hard kill mechanisms to achieve multi-mode combat effectiveness. Through in-depth analysis of existing representative cases, the paper further predicts future trends in laser weapon attack effectiveness evaluation, providing theoretical reference for the development of a laser effectiveness-driven research and development system domestically.
