Basic research has important strategic significance and is valued by major countries in the world. Taking the strategies, plans, scientific and technological reports, deployed projects and important research progress of quantum information science released by the United States in recent 20 years as the research object, this paper studies the deployment of basic research of Quantum Information Science in the United States from the national and institutional andlevels, and analyzes the effectiveness of policy deployment based on the articles published in nature and science. Countries and institutions always put basic research as the focus of R&D investment. Both countries and institutions emphasize integration. Integration at the national level emphasizes the coordination among various stakeholders such as universities, industries and federal agencies. Integration at the institutional level focuses on multi-disciplinary integration, collaborative funding between different funding departments, and taking into account basic research and the transformation of scientific and technological achievements. The United States has established a relatively perfect management system of quantum information science. The important progress of Quantum Information Science in the United States reflects the characteristics of overcoming higher-level challenges and deriving new research directions, and the positive role of policy deployment in expanding the scale and depth of research. Through the above analysis, combined with the current situation of China's development in the field of quantum information science, this paper puts forward some advantageous and key fields that need to focus on development in China, which can provide reference for the preparation of the implementation scheme of major quantum information science projects and the construction of national laboratories in China.

Basic research is the source of scientific and technological innovation. This paper focuses on the development trend of the frontiers of basic research in the interdisciplinary field, and analyzes the relevant strategies and plans of major countries in 2020 from the fields of mathematics and its interdisciplinary, physics and its interdisciplinary, chemistry and its interdisciplinary, and nanotechnology. In maths and its cross fields, this study focuses on the connection between mathematics and computer science; In physics and its cross fields, this study focuses on condensed matter physics, atomic and molecular physics and optical physics, particle physics and nuclear physics, and astrophysics; in Chemistry and its intersection, this study focuses on synthetic chemistry, quantum chemistry, chemical biology and energy chemistry; in Nanotechnology this study focuses on the characterization and preparation of carbon nanotubes, the synthesis of nanostructures, nano metal materials and nano devices. The results show that the United States, the European Union, the United Kingdom, Japan and China have increased investment in basic research. The United States and the United Kingdom strengthen the transformation of basic research achievements through the reform of basic research funding institutions. In 2020, quantum information science and artificial intelligence are still the focus of attention of all countries. In addition, the United States attaches great importance to semiconductor, nuclear fusion and plasma science. The European Union continues to adjust its particle physics program. The United Kingdom invests heavily in mathematics and physics talents at home and abroad. The trend of interdisciplinary integration continues to be maintained within and between disciplines. Computational science is the common interdisciplinary field of the four fields discussed in this paper. The foundation of discipline development, international cooperation and the interaction of multiple elements of large scientific devices jointly promote the development of macro and micro physics. In the development of chemistry and nanotechnology, it is necessary to extract common basic research problems. As for the shortages of extensive discussion on the development of basic research of quantum information technology and artificial intelligence, and the research frontier proposed by the international and domestic researchers, the decisionmakers need to clarify the order of shortcomings as well as deploy the basic research frontiers suitable for China’s conditions with a wide range of stakeholders.

Amorphous alloy is a new type of high-performance metallic material developed by modern metallurgical technology. With excellent physical and mechanical properties such as high strength, high elasticity, high toughness, high corrosion resistance, good formability and better soft magnetic resistance, Amorphous alloys have great application potential in high-tech fields such as national defense and aerospace. In this paper, the evolution of amorphous alloys research is systematically reviewed, and the basic research ability of major countries in the world and the competition situation of China in this field are comprehensively analyzed from the horizontal and vertical dimensions. It is found that the research in China in this field is on the rising tendency in general, but there is still a certain gap in academic level between China and developed countries. The results also show that China’s research in this field is in the critical period of improvement and development, with the focus shifting from quantity to quality. The systematic analysis results would provide an important basis and value reference for making relevant policies and plans for the future development of basic research on amorphous alloys in China.

Basic research and frontier research is of great strategic significance, and has attracted the attention of major countries in the world, such as the United States and European countries. In terms of mathematics and its interdisciplinary subjects, physics and its interdisciplinary subjects, chemistry and its interdisciplinary subjects, nanotechnology, major countries in the world have deployed strategies and planned to carry out top-level design for the development of basic and frontier fields. The analysis of the important progress in 2019 shows that the development of cross fields in basic and frontier research is mainly manifested in the following aspects: major breakthroughs in mathematical research include the proof of Riemann hypothesis, the failure conditions of Euler equation, the algorithm of maximum digital multiplication, etc. In the study of standard model, important progress has been made in antimatter wave particle duality, charge parity symmetry breaking, five quark state, neutrino mass, etc. In the process of exploring black holes, multi-national joint observation has increased the ability of human beings to understand the universe. In 2019, human beings first drew pictures of black holes; multi-national scientists jointly found the largest mass stellar black holes. In the field of topological state, scientists found three-dimensional quantum Hall effect in bulk materials for the first time; a large number of materials with topological structure were screened out in natural materials, which changed the research paradigm of topological quantum materials. In the field of chemical synthesis, important progress has been made in the chemical synthesis of structure prediction and specific functions. In the field of nanotechnology, major breakthroughs have been made in nano medicine, carbon nanotube chips, nano robots and nano devices. The development of the cross cutting areas of the basic and frontier research shows the characteristics of deepening to the micro scale, expanding to the macro scale, being green, and convergence.
