基于技术路线图的产业发展战略研究——以重庆市新能源摩托车为例

Research on the Development Strategy of New Energy Motorcycle Industry in Chongqing Based on Technology Roadmap

摘要: 为促进重庆市摩托车产业绿色转型升级,精准研判新能源摩托车产业未来发展趋势与路径,本文综合运用德尔菲法、头脑风暴法、专利计量法等研究方法,构建了包含市场需求、产业目标、技术壁垒、研发需求四个层级的技术路线图分析框架,以近期(≤3年)、中期(4~7年)、远期(≥8年)为时间节点,绘制重庆市新能源摩托车产业技术路线图。研究发现,“研发高效能电机(近、中、远期)”“高能量密度电池研发(近期)”“高度集成动力系统(近期)”“提升续航里程(近期)”“完善自主研发体系(中期)”为各时期市场核心需求;产业目标呈现阶段性特征,近期侧重政策支持与标准建设,中期聚焦智能化人才培养与研发能力提升,远期注重龙头企业培育与高附加值产品生产;技术壁垒方面,近期需突破电池管理系统与电驱动优化技术,中期聚焦智能化与快充技术,远期则需攻克绿色可持续技术。通过关联分析明确各时期研发优先级,提出产学研协同攻关、完善产业链配套、加强品牌建设等战略建议。

Abstract: In order to promote the green transformation and upgrading of Chongqing’s motorcycle industry and accurately assess the future development trends and paths of the new energy motorcycle industry, this article employs research methods such as the Delphi method, brainstorming, and patent metrics to construct a technical roadmap analysis framework that includes four levels: market demand, industry goals, technical barriers, and R&D requirements. With time nodes set for short-term (≤3 years),mid-term (4~7 years),and long-term (≥8 years),a technical roadmap for the new energy motorcycle industry in Chongqing has been drawn. The research findings indicate that the core market demands for each period are:“Developing high-efficiency motors (near, mid and long term)”,“R&D of highenergy density batteries (short-term)”,“Highly integrated power systems (short-term)”,“Improving driving range (short-term)”,and “Perfecting the independent R&D system (mid-term)”.The industry goals show phase-specific characteristics, with short-term focus on policy support and standard establishment, mid-term on training intelligent talents and enhancing R&D capabilities, and long-term on cultivating leading enterprises and producing high-value-added products. In terms of technical barriers, breakthroughs are needed in battery management systems and electric drive optimization technology in the short term, focusing on intelligence and fast-charging technology in the mid-term, and tackling green and sustainable technologies in the long term. Through correlation analysis, the research clarifies R&D priorities for each period and proposes strategic recommendations such as collaborative efforts between industry, academia, and research institutions, improving industrial chain support, and strengthening brand building.
