先进材料产业标准体系的国际比较与优化策略研究

International Comparison and Optimization Strategy on the Advanced materials Standard System

摘要: 选择国内外具有深入影响力的8个权威性标准组织为研究对象,包括国际标准化组织、国际电工委员会、国际电信联盟、美国材料与试验协会、欧洲标准化委员会、德国标准化协会、英国标准化协会、中国国家标准化管理委员会,梳理标准组织内负责先进材料的技术委员会共702个,收集先进材料标准11.24万件,并将标准数据集按照先进金属材料、先进无机材料、高分子材料、电子电路材料、新能源材料、生物医用材料、绿色环保材料7个细分领域进行分类。然后,利用以上数据集对比分析8个标准组织先进材料标准的领域分布特征,发现中国先进材料产业标准化的优势与问题。最后,提出主导开展自有领域的标准化活动、加快转化适合我国国情的国际标准、对接国际标准组织机构、推动标准的互认互引等建议。

Abstract: The study selected eight organizations with extensive authority and profound influence at home and abroad as objects. These included International Organization for Standardization, International Electrotechnical Commission, International Telecommunication Union, American Society for Testing and Materials, European Committee for Standardization, Deutsches Institut fur Normung, British Standards Institution, Standardization Administration of the People’s Republic of China. A total of 702 technical committees responsible for advanced materials standardization were reviewed, and 112400 advanced materials standards were collected. The datasets were categorized into seven specialized fields, such as advanced metallic materials, advanced inorganic materials, polymeric materials, electronic component materials, new energy materials, biomedical materials, and green and environmentally friendly materials. Using this dataset,a comparative analysis of the distribution characteristics of advanced materials standards among the eight standard organizations was conducted. The analysis revealed both the strengths and the weaknesses in the standardization landscape for China’s advanced materials industry. Finally, recommendations were made to lead standardization activities in proprietary fields, accelerate the adoption of international standards, align with international standard organizations, and promote mutual recognition and referencing of standards.
