摘要: 粤港澳大湾区建设国际科技创新中心,亟需一个高效、协同、开放的科技服务体系作为支撑。然而,当前区域科技服务业面临产业规模与经济地位不匹配、区域发展失衡、高端人才结构性短缺、市场化程度不足、制度标准滞后以及服务能力两极分化等六大结构性瓶颈,严重制约了创新效能的释放。大湾区作为国家战略布局的国际科技创新中心,在中国科技创新正经历从“跟跑”“并跑”向“领跑”的关键历史性跨越时代背景下,如何抢先布局、打造“国际科学中心东移核心承载区”成为本文关注的核心议题。与此同时,本文将破解上述六大结构性瓶颈作为中心任务,采用案例分析与比较研究等方法,系统借鉴发达经济体科技服务业组织模式等先进经验,最终提出六大路径举措:推动产业升级,规模扩张与能级提升双轮驱动;促进区域协同,梯度布局与资源共享并举;推进人才强基,培养引进与使用评价并重;激发市场活力,改革深化与特色培育同步;完善制度创新,标准统一与监管优化协同;促进均衡发展,能力提升与资源整合联动。

Abstract: The construction of the Guangdong-Hong Kong-Macao Greater Bay Area as an international hub for technological innovation urgently requires an efficient, collaborative, and open science and technology service system as support. However, the regional science and technology service industry currently faces six major structural bottlenecks, including a mismatch between industrial scale and economic status, regional development imbalances, structural shortages of high-end talent, insufficient marketization, lagging institutional standards, and a polarization of service capabilities. These issues severely constrain the unleashing of innovation potential.As a strategically planned international hub for technological innovation at the national level,the Greater Bay Area is positioned at a critical historical juncture where China’s technological innovation is transitioning from “catching up” and “running alongside” to “leading the way.” In this context, how to proactively plan and establish the “core hub for the eastward shift of international scientific centers” has become the central focus of this paper. Simultaneously, addressing the aforementioned six structural bottlenecks is identified as the core task. Through methods such as case analysis and comparative study, this paper systematically draws on advanced experiences from developed economies in organizing science and technology service industries. Ultimately, it proposes six strategic measures: promoting industrial upgrading through dual drivers of scale expansion and capacity enhancement; fostering regional coordination by balancing gradient layout and resource sharing; advancing talent development with equal emphasis on cultivation, introduction, and evaluation; stimulating market vitality through deepened reforms and tailored cultivation; improving institutional innovation by harmonizing standard unification and regulatory optimization; and promoting balanced development through capability enhancement and resource integration.
