摘要: 新一轮科技革命和产业变革正深刻重塑全球创新与经济格局,以人工智能、量子信息、生物制造等为代表的未来产业已成为大国竞争的战略制高点。本文以美国和印度为主要研究对象,系统梳理和比较了两国在本轮科技革命中发展未来产业的战略思路、政策框架与具体举措。通过文献分析与案例研究,本文首先回顾了政府力量推动未来产业发展的理论渊源与历史实践逻辑,进而聚焦分析当前美印在关键领域的战略布局、政策工具等内容。研究发现,美国战略以维护技术霸权和国家安全为核心驱动,呈现出“显性化”和“体系化”的产业政策特征;印度则以实现经济崛起和技术自立为目标,采取“聪明追随者”与“非对称优势”相结合的跨越式发展路径。研究总结了美印两国未来产业培育与发展模式的异同及其背后的驱动因素,并从顶层设计、创新生态和国际合作等三个维度,为中国在复杂国际环境下培育和发展未来产业、提升国家综合竞争力提供了战略性启示。

Abstract: The ongoing new round of scientific and technological revolution and industrial transformation is profoundly reshaping the global economic landscape. Future industries, exemplified by artificial intelligence, quantum information, and bio-manufacturing, have become strategic commanding heights in the competition among major powers. Focusing on the United States and India as primary case studies, this paper systematically examines and compares the strategic approaches, policy frameworks, and specific measures of the two nations in developing future industries amidst this technological revolution. Employing literature analysis and case study, the paper first traces the theoretical underpinnings and historical logic of statedriven future industry development. It then analyzes the current strategic deployments of the US and India within key technological domains. The analysis reveals that the US strategy is primarily driven by the imperatives of maintaining technological hegemony and national security, exhibiting “explicit” and “systematized” industrial policy characteristics. Conversely, India pursues economic ascendancy and technological self-reliance, adopting a leapfrogging development path that combines a “smart follower” strategy with leveraging “asymmetric advantages”.The paper concludes by summarizing the differences between the US and Indian development models, alongside their underlying drivers. Finally, it provides strategically relevant reference points and policy insights for China. These insights, spanning the dimensions of top-level design, innovation ecosystems, and international cooperation, aim to assist China in cultivating future industries and enhancing its comprehensive national competitiveness within a complex international environment.
