Abstract: Technology provides effective support for national competitiveness, and talent is a necessary prerequisite for the development of S＆T. As the source of Korean S＆T talent policies, the upgrading Daedeok Technovalley injected strong impetus into Korean S＆T in the middle and late 20th century. This article sorts out the Daedeok Technovalley's S＆T talent policies of nearly half a century and divides its development history into three stages: talent infrastructure construction stage, industry-university-research cooperation system formation stage, and innovation cluster development stage. On this basis, this paper establishes an analysis framework of Daedeok Technovalley's innovation activities with S＆T talents as core and three innovation subjects as carrier, and extracts five features, namely emphasizing industry-university-research cooperation, highlighting the status of enterprises, creating a favourable environment, government's strong support, and insufficient attention to basic research. Finally, the paper summarizes the experience of the Daedeok Technovalley's S＆T talent policies evolution from three aspects: talent innovation environment, talent innovation capability, and talent innovation mechanism, aiming at providing references to the improvement of S＆T talent policies.
