Policy Layout and Implications of U.S.AI for Science (AI4S) from the Perspective of WSR

摘要: 人工智能驱动科学研究(AI4S)正重塑全球科研范式。解析美国政策布局与实践路径,对正处于AI4S机遇期的中国具有重要情报价值。为了深入剖析AI4S内涵机理,本文选取美国相关政策文本,引入WSR方法论构建协同分析框架:事理维度,通过事理图谱刻画美国AI4S政策的顶层运行逻辑;物理维度,聚焦算法、算力和数据三大AI技术要素,通过主题聚类解析美国AI4S技术治理路径;人理维度,基于内容分析对政策条款进行类目提取,凝练主体行为调控手段。研究发现,美国AI4S政策以动态平衡机制协同技术突破与风险防控,形成“创新优先、安全托底”的战略布局、分层技术治理策略及链式人才管理路径。最后,本文基于美国实践经验,结合我国现有政策,从治理框架、开放协同、战略部署方面提出AI4S发展的优化建议。

Abstract: Artificial Intelligence for Science (AI4S) is reshaping global scientific research paradigms. Analyzing the United States’ policy framework and implementation pathways holds significant intelligence value for China, which is currently in a critical window of opportunity for AI4S. To deeply dissect the underlying mechanisms of AI4S, this paper selects relevant U.S. policy texts and employs the WSR methodology to construct a collaborative analysis framework. Conceptual Dimension: Utilizes concept maps to depict the overarching operational logic of U.S. AI4S policies. Physical Dimension: Focuses on three core AI technological elements—algorithms, computing power, and data—and analyzes U.S.AI4S technology governance pathways through thematic clustering. On the human dimension, content analysis extracts policy provisions into categories to distill regulatory measures for key actors. Findings reveal that U.S.AI4S policies coordinate technological breakthroughs with risk prevention through dynamic equilibrium mechanisms, forming a strategic framework centered on “innovation-first, security-backed” principles, layered technical governance strategies, and chain-based talent management pathways. Finally, drawing from U.S. practices and China’s existing policies, this paper proposes optimization recommendations for AI4S development across governance frameworks, open collaboration, and strategic deployment.
