Abstract: With the further development of the Belt and Road Initiative, Association of Southeast Asian Nations（ASEAN）had become China’s largest trading partner for the first time in 2020,and ASEAN’s strategic position will gradually become prominent, and the research of new paradigms of China-ASEAN scientific and technological cooperation in the new era will be of great significance for the in-depth implementation of the Belt and Road Initiative and the China-ASEAN Science and Technology Partnership Plan. Starting from grasping the new situation and characteristics of China-ASEAN science and technology cooperation, this project summarizes the development course and empirical enlightenment of China-ASEAN science and technology cooperation, analyzes and determines the current situation of National Scientific Research Institution participation in ASEAN science and technology cooperation, and clarifies the core connotation of the new paradigm of China-ASEAN science and technology cooperation, in order to promote innovation policy integration, innovation facility sharing, technology trade marketization, science and technology finance opening, and internationalization of science and technology communication. It provides a strategic concept for further promoting the participation of National Scientific Research Institution in ASEAN international scientific and technological cooperation in the new era.
