中美博弈背景下美国对中国高校的打压及中方应对研究

摘要: 教育、科技、人才是中国式现代化的基础性、战略性支撑,作为国家科研创新的前沿阵地,我国高等学校在中美博弈背景下成为美国对华遏制战略的重点。近年来,美国对中国高校频施打压,呈现出打压范围“广”、对象“精”、手段“多”、政治倾向“强”等显著特征。究其深层动因,在于美国出于霸权主义立场,通过防止核心科技外流来遏制中国科技发展、打击中国军民融合以维持美国军事霸权、加剧意识形态竞争以削弱中国国际影响,进而维系美国的优势地位。美国对中国高校的打压带来一系列负面影响,包括限制中国高校科研创新活动、加剧中美两国紧张关系、冲击中国科技创新人才培养体系等方面。我国应从党和国家事业发展战略全局出发,通过贯彻落实教育强国建设战略任务,加强中国特色学科、学术和话语体系建设,健全多元化高等教育人才培养体系,推动构建更加开放的高等教育体系等举措,不断推动高等教育更好服务于国家战略需求。

Abstract: The education, science and technology, and talents are the basic and strategic support for Chinese path to modernization, as the frontier of national scientific research and innovation, Chinese universities have become the focus of the US containment strategy against China in the context of Sino-US strategic game. In recent years, the United States has imposed suppression on Chinese universities frequently, showing significant characteristics such as a “Wide” scope, “Precise” targets, “Multiple” means of suppression, and a “Strong” political inclination towards suppression. The underlying reason lies in the United States’ hegemonic stance, which aims to prevent the outflow of core technologies to curb China’s technological development, combat China’s civil-military integration to maintain US military hegemony, intensify ideological competition to weaken China’s international influence, and thus maintain its advantageous position. The suppression imposed by the United States on Chinese universities have brought a series of negative impacts, including restricting scientific research and innovation activities of Chinese universities, exacerbating tensions between China and the United States, and impacting China’s talent cultivation system for scientific and technological innovation. China should start from the overall development strategy of the CPC and the state, implement the strategic task of building China into a leading country in education, strengthen the construction of Chinese characteristic disciplines, academic and discourse systems, improve the diversified higher education talent training system, promote the construction of a more open higher education system, and promote higher education to better serve the national strategic needs continuously.
