摘要: 新一轮科技、产业变革与百年未有之大变局交汇,科技安全成为世界主要经济体在全球科技博弈中的核心关切。本文从全球科技发展态势、全球科技安全态势、科技大国安全战略三个维度,对全球科技发展与竞争态势进行深入研究。其中,全球科技格局正从“一超多强”过渡到“2+N”,学科交叉创新、规模集权式创新活跃,全球科技分工体系正在重塑。世界主要国家均将科技安全作为国家利益的核心议题,世界主要经济体围绕科技安全的地缘政治博弈也进入新纪元。对此,中国应立足于把握国际格局变化、增强内功、适度反制的总思路,从机制设计、管理体系、国际竞合等维度,为激发科技活力、抵御科技霸凌创造更高质量的政策体系。

Abstract: At the convergence of a new wave of technological and industrial transformation with unprecedented global changes, technology security has emerged as a central concern for major economies in global technology competition. This study examines global technology development and competitive dynamics through three dimensions: global technology development trends, global technology security landscape, and technology strategies of major powers. The global technology architecture is transitioning from a unipolar-multipolar structure to a “2+N” configuration, characterized by active interdisciplinary innovation and large-scale centralized innovation, alongside a restructuring of the global technology division of labor. Leading nations have positioned technology security as a core national interest, marking a new era in geopolitical contests among major economies over technology security. China should adopt a strategic framework emphasizing global landscape changing, internal capacity building, and measured countermeasures, developing high-quality policy systems across institutional design, management frameworks, and international cooperation to stimulate technological vitality and address technological challenges.
