Abstract: The Central Economic Work Conference proposed to vigorously promote a new type of industrialization, develop the digital economy, and accelerate the development of artificial intelligence. At present, a relatively mature technical framework has been formed around large AI models both domestically and internationally, but the products and ecosystem are still in the process of development and formation. How to balance the innovation and regulation is a difficult problem that must be well resolved in the development of AI products and ecosystems. The regulatory sandbox, as an effective tool for innovative regulation, has accumulated nearly 10 years of development experience in the fields of financial technology, automotive safety, etc. Regions and countries such as the European Union and Singapore have taken the lead in early practices in the field of AI regulation, and the relevant experience can provide reference for our country to explore innovative practices in AI regulation.
