Research on the Driving Mechanism and Evolution Path of the Development of Information Technology Application Innovation Industry

Abstract: With the intensification of global information security risks, information technology application innovation (IT innovation) serves as the cornerstone for maintaining national data security and cybersecurity, driving our country to accelerate the construction of an independent and controllable IT system. Based on 156 policy texts related to the IT innovation industry, this paper utilizes grounded theory and the TOE theoretical framework, combined with a three-level coding analysis method, to innovatively construct the “TOME” analytical framework from the four dimensions of “technical logic, organizational logic, market logic, and ecological logic”, systematically deconstructing the development momentum and evolutionary path of China’s IT innovation industry. The research finds that in terms of technical logic, the core capability building of the IT innovation industry needs to strengthen the support of “technology-talent-security”; in organizational logic, the issue of imbalance in the allocation of policy tools is prominent; market logic highlights a cultivation orientation for key players, yet lacks policy analysis for market structure; ecological logic reveals a hierarchical evolution where policy support at the foundational level needs to be enhanced. Based on these findings, policy recommendations such as optimizing the allocation of technological elements, improving the structure of policy tools, strengthening governance of market structures, and consolidating the foundational support system are proposed to promote high-quality development of the IT innovation industry and enhance its overall competitiveness.
