Abstract: As the global biosafety and biosecurity challenges continue grow, the biosafety management organization system is becoming increasingly prominent. The article summarized the French biosafety management and consulting organization system and their characteristics and enlightenment, including the detail of the administrative departments and consulting institutions involved in public health, prevention and control of infectious diseases and animal and plant epidemics, biodiversity, and prevention of bioterrorism, etc. This study found that France has established a relatively comprehensive biosafety management and consulting organization system. The management involves cross-agency collaboration with clear regulations for both horizontal key areas and vertical issue handling, and a separate department has been set up for regional integrated management. In terms of consulting, France has established a consulting service system at the national decision-making level, focusing on major issues in the field of biosafety, which forms a unique “management + consulting” organization system for the biosafety governance. Based on this, it is recommended that China should further strengthen the cross-agency and inter-regional coordination and management, improve the mechanism of consulting institutions, and coordinate with departments for a clear and rational distribution biosafety management and consulting organization system.
